Kelsey Heilman, JD

Kelsey Heilman is a Supervising Attorney with the Hillsboro Regional Office of the Oregon Law Center, where she provides free representation to low-income Oregonians in civil matters. 

Before she joined Oregon Law Center in 2018, she spent four years as a judicial law clerk at the U.S. Court of Appeals for the Ninth Circuit and the U.S. District Court for the District of Oregon and three years as a legal aid attorney in New Mexico. 

Over the course of her legal aid career, she has represented clients at trial and on appeal in local, state, federal, and immigration court, as well as before state and federal administrative agencies. 

Her areas of practice include employment, housing, civil rights, public benefits, immigration, and fines/fees.
