City of Portland Ombudsman

Our office responds to members of the public, businesses, and City of Portland employees to impartially resolve and investigate complaints about City of Portland services and practices. The Ombudsman is an independent advocate for a fair, reasonable and just City government. 

The Ombudsman's Office may be able to help if you have been treated unfairly or harmed by a City of Portland bureau and haven't been able to resolve the issue on your own. We can conduct independent, impartial investigations and make recommendations to City bureaus. The Ombudsman may also be able to help resolve your complaint in other ways.

The Ombudsman's office recommends calling 503-823-0144 to make an appointment before coming in person, though this is not required.
